We are looking for Senior Technical Writer for Canadian Energy Regulator with a Security Clearance Level of Enhanced Reliability

1. The Contractor must provide a detailed résumé for all proposed Resources.
A copy of the all Resources Résumé
2. The Contractor’s resource(s) shall hold a valid Security Clearance at the level of Enhanced issued by the Canadian Security Directorate (CISD) of Public Works and Government Services Canada (PWGSC).
As a minimum, the Contractor’s resource(s) shall provide the following information at bid closing: – Name of individual as it appears on security clearance application form – Level of security clearance obtained – Validity period of security clearance obtained – Security Screening
Certificate and Briefing Form file number
Failure to provide the information above will render the proposal non-compliant.
The following information at bid closing:
• Name of individual as it appears on security clearance application form
• Level of security clearance obtained
• Validity period of security clearance obtained
• Security Screening Certificate and Briefing Form file number
3. The Contractor’s resource(s) must provide information associated with the TSPS – Flex Grid for Technical Writer Senior
The following information at bid closing:
• Education;
• Professional Certification; and
• Years of Experience
4. The Contractor’s resource(s) must clearly demonstrate that proposed Level 3 –Senior Technical Writer Consultant has a minimum of ten (10) years’ of experience in providing business analyst services within the Canadian Federal, and/or Provincial, and/or Territorial, and/or Municipal Government.
The following must be provided:
• Name and description of client organization and relevant experience;
• Timeframe (f rom-to dates month/year;
• Description of the roles and responsibilities for each project; and
• Provide one project reference (name, email and phone number)
*Note: Reference cannot be from CER.
5. The Contractor’s resource(s) must clearly demonstrate that proposed Level 3 – Senior Project Manager. Consultant has a minimum of f ive (5) projects in providing Technical Writer /or Provincial, and/or Territorial, and/or Municipal Government.
The following must be provided:
• Name and description of client organization and relevant experience;
• Timeframe (f rom-to dates month/year;
• Description of the roles and responsibilities for each project; and
• Provide one project reference (name, email and phone number)
*Note: Reference cannot be from CER.
6. Bidder (Organization) must have been awarded a minimum of five (5) contracts within the last ten (10) years from the date of bid closing to provide Level 3 – Stream 3 Project Management Services Level 3 to the Federal, and/or Provincial, and/or Territorial, and/or Municipal Government.
The following information must be provided:
a) Contract #;
b) The name of the Federal, and/or Provincial, and/or Territorial, and/or Municipal Government were provided to;
c) Award Date and Closing Date (including option periods);
d) Value of the Contract (Tax included); and
e) Type of Contract (Firm contract, Task Authorization, or Call-Up)
7. Bidder must provide three (3) the Federal, and/or Provincial, and/or Territorial, and/or Municipal Government references where the Proponent provided a Resource to provide Technical Writer Services and was successfully awarded within the last five (5) years f rom the date of bid closing was awarded a contract.
Note: The reference cannot be from the Canada Energy Regulator.
The following information must be provided:
a) Name of Reference;
b) Federal, and/or Provincial, and/or Territorial, and/or Municipal Government ;
c) Role within the contract;
d) Date of Contract; and
e) Email &/or telephone number.
8. Bidder should provide a brief summary (no more than ten (10) pages) on how the firm recruits, evaluates, confirms the validity of a résumé, retains and manages a resource for consideration. The brief should also include how the firm handles the resource(s) in removal, replacement, and transition.
The following information should be provided:
a) Process on recruitment;
b) Process on how firm evaluates new Resources or Resources that are coming from another firm;
c) Process on how firm retains Resources not under Contract; and
d) Process on how firm deals with Resources whereby the client has asked for their removal, and replacement.
9. Bidder must meet mandatory financial Criteria as specified in Annex “G”
