Overview

We are looking for a Project Leader - Level 3 for Innovation, Science, and Economic Development Canada with a Security Clearance Level of Secret.

We are looking for a Project Leader – Level 3 for Innovation, Science, and Economic Development Canada with a Security Clearance Level of Secret.

The proposed resource must have the ff:

1. If the proposed resource has been contracted at the Department of Industry (also known as Innovation, Science and Economic Development (ISED) Canada), within the last five (5) years, the Bidder must provide the following information for reference checking purposes:

• The Department of Industry (also known as Innovation, Science and Economic Development (ISED) Canada), employee client/ project authority name;
• Telephone number/email.

In the event that the Department of Industry (also known as Innovation, Science and Economic Development (ISED) Canada), reference check outlines that the proposed resource’s contract was terminated for non-performance or the information provided in the Bid is found to be false through the reference check the criterion will be deemed non-compliant and no further consideration will be given to the Bidder’s technical proposal;

and

In the event that the proposed resource indicates that they were contracted by ISED, the Bidder MUST indicate the resource category under which the proposed resource was contracted. If the information provided varies from that which is validated by ISED, no further consideration will be given to the Bidder’s technical proposal.

2. The proposed resource possesses the qualifications specified in the TBIPS SA by providing a detailed résumé stating the proposed individual’s work experience and other relevant details, which clearly indicate that the individual meets the minimum years of related experience as outlined in the TBIPS Stream 5: Project Management Services – resource category description for a Project Leader – Level 3.

The proposed resource must have greater than ten (10) years of professional work experience working as a project leader.

3. The proposed resource must provide two (2) client references for separate Government of Canada (GoC) department/agency/crown corporation or provincial government or private sector organizations where the proposed resource was contracted as a Project Leader/Java Team Lead within the last five (5) years from the date of bid closing.

Notes:
• In the event that the proposed resource has been continuously contracted to the same organization for the last five (5) years to the present, then two (2) separate sub-project references will be accepted.
o Client references must be current employees of the organization.
• Each client reference cited must have a level of work effort greater than (>) six (6) months within the five (5) year period from the date of bid closing. The duration of projects that span as well as fall outside of the five (5) year period will only be evaluated for the duration falling within the five (5) year period.

Each client reference cited must include the following information:

• the client organization;
• the project name;
• the exact contract start and end dates;
• level of work effort;
• a brief description of the project and the work performed; and
• the client contact information:
o (employee) name;
o title;
o Telephone number and/or email address of the client’s technical/project authority.

4. The proposed resource has a minimum of ten (10) years of professional work experience developing software using Java.

5. The proposed resource has a minimum of six (6) years of professional work experience leading multi-disciplinary application development teams for IM/IT projects and managing/ and prioritizing the day-to-day activities.

6. The proposal must also demonstrate using project descriptions (including roles and activities performed by the resource), that the proposed resource has professional work experience estimating project and resource requirements for IM/IT projects and preparing project plans and schedules using industry-standard tools e.g. MS Project.

7. As per Part 5 – Certifications, Section 5.2 – Additional Certifications Precedent to Contract Award, Sub-Section b. Certification of Language, the proposed resource must be highly proficient in one of Canada’s official languages (English and/or French).

Note: Highly proficient is defined as the following:

• Orally able to satisfy most working requirements with language that is acceptable and effective.
• Able to read and understand general factual prose as well as discussions on concrete topics related to IM/IT technical-related material.
• Ability to write with precision and in detail about most common topics i.e. emails/ correspondence/ documentation.
