We are looking for Two (2) Information Technology Security Design Specialist – Level 3 for Treasury Board of Canada Secretariat:

Resource 1:

1. The Bidder must demonstrate that the proposed resource meets the minimum experience level of a Level 3 IT Security Design Specialist as per the TBIPS Supply Arrangement.
   • 10+ years of experience

   A detailed CV must be submitted with the bidder’s proposal.

   • Security OperationsThe Bidder must demonstrate that the proposed resource has a minimum of ten (10) years of combined experience in the last twelve (12) years in planning, developing and implementing IT security architectures or IT security designs for complex*, enterprise-wide applications or information system, in at least two (2) of the following areas:

   * Complex is defined as a group of interacting, interrelated systems.

   * To qualify, the resource must have worked on the referenced projects for a minimum of four (4) consecutive months in duration.

3. The Bidder must demonstrate that the proposed resource has a minimum of three (3) years of experience within the last six (6) years in the development and delivery of IT security strategies, white papers, standards, solutions/proposals to solving IT and security problems affecting multiple stakeholders and security architectures.To qualify, the resource must have worked on the referenced projects for a minimum of four (4) consecutive months in duration.
4. The Bidder must demonstrate that the proposed resource has experience in Information Management/Information Technology system design and/or engineering which was acquired from at least two (2) projects, during which the proposed resource had developed at least three (3) of the following types of system engineering and security artifacts:
   1. Architecture documents;
   2. Threat Risk Assessments
   3. System Requirements Specifications;
   4. System Design Specifications;
   5. Build / Configuration documents;
   6. Concept of Operations (ConOps);
   7. System Implementation Plans;
   8. Test Plans/Test Reports; and
   9. Life Cycle Support Plans

    

   To qualify, the resource must have worked on the referenced projects for a minimum of four (4) consecutive months in duration and the experience must have been acquired in the preceding ten (10) years from the bid closing date.

5. The Bidder must demonstrate that the proposed resource has experience in performing cloud security assessments which was acquired from at least two (2) projects in the last three (3) years, in at least two (2) of the following areas:
   • Software as a Service
   • Platform as a Service
   • Infrastructure as a Service
   • Managed Service Provider

   To qualify, the resource must have worked on the referenced projects for a minimum of four (4) consecutive months in duration for the Federal Government of Canada at the time of bid closing.

   Resource 2:

6. The Bidder must demonstrate that the proposed resource meets the minimum experience level of a Level 3 IT Security Design Specialist as per the TBIPS Supply Arrangement.
   • 10+ years of experience

   A detailed CV must be submitted with the bid.

7. The Bidder must demonstrate that the proposed resource has ten (10) years of combined experience within the last fifteen (15) years developing IT Security Strategies and/or plans, in an enterprise context, for Information Management/Information Technology Projects from the date of bid closing.
8. The Bidder must demonstrate that the proposed resource holds one of the following:Bachelor of Computer ScienceOR

   Bachelor of Computer Engineering

   OR

   Bachelor of Information Technology

   The relevant education must be from a recognized organization as listed under the Canadian Information Centre for International Credentials web site (www).

   Proof of degree must be submitted with the bidders’ proposal.

9. The Bidder must demonstrate that the proposed resource retains any two (2) of the following relevant Cloud Service Provider (CSP) specific certifications
   • AWS Certified Solutions Architect – Associate
   • Microsoft Azure Security Engineer Associate
   • Microsoft Azure Solutions Architect Expert
   • Google Associate Cloud Engineer

   Proof of certifications must be submitted with the bidder’s proposal.
