We are looking for an Enterprise Architect - Level 3 for Canadian Food Inspection Agency with a Security Clearance Level of Secret.

We are looking for an Enterprise Architect – Level 3 for Canadian Food Inspection Agency with a Security Clearance Level of Secret.

1.The bidder must demonstrate that the proposed resource has a minimum of ten (10) years’ experience as an Enterprise Architect (EA) providing expert knowledge across EA domain(s), namely (business, application, information, technology, security and privacy). At least three of those years, in organizations within the Canadian Government.

The Bidder must provide detailed information on a minimum of three (3) separate EA projects including one which is considered a large-scale Information Technology (IT) Enabled Business Transformation Project.

Must demonstrate experience in at least 7 of the following 10 tasks and must be demonstrated in a minimum of ten (10) years’ worth of projects:

  1. Development of Architecture Development Process or equivalent for project(s).
  2. Development of Solution Management Plans or equivalent (e.g. SDLC, Engineering Management Plans, Management Frameworks, etc.).
  3. Stakeholder Analysis
  4. Architecture and/or Transformation Roadmap Development
  5. Business Case Development
  6. Business/Service Process (Re)Design
  7. Preparing communication materials, plans and briefings for working groups and/or for senior management
  8. Leadership of multi-disciplinary team (e.g. Business Analyst, Enterprise Architect, Business Transformation Architect) in support of Business Transformation
  9. Business requirements gathering and analysis.
  10. Utilization of the Business Transformation Enablement Program (BTEP) for deliverables such as Project Charter, Project Plan, Transformation Business Case Development and/or Transformation Readiness Review;

** Definition of Large scale IT Enabled Business Transformation Project:

  1. Involves organizational change, policy or program change, service design, process design, transformation roadmaps, organizational change management and development of business cases where more than half the FTE of the organization were affected; and
  2. Must be transformation initiatives with cross-organizational and/or cross-functional groups with a duration of greater than six (6) months for the purpose of an organization-wide transformation **

**Canadian Government Department or Agency is defined as: 

Any Federal Government of Canada Department, Agency, Crown Corporation, Special Operating Agencies and other related organizations. 

2.The bidder must demonstrate that the proposed resource has a minimum of five (5) years of project experience where the proposed resource was responsible for the design and governance of a Meta-model and an EA repository.

Provide examples of projects for which the proposed resource was responsible for the design and governance of a Meta-model and an EA repository.  The sum of all the examples must equal or exceed five (5) years.

3.The bidder must demonstrate that the proposed resource has a minimum of seven (7) years’ experience, in the last ten (10) years, as an EA within the GC developing/using the Governments of Canada Strategic Reference Model (GSRM).

Provide examples of projects for which the proposed resource was an EA within the GC developing/using the Governments of Canada Strategic Reference Model (GSRM).  The sum of all the examples must equal or exceed seven (7) years.

4.The bidder must demonstrate that the proposed resource has project work experience in a government project environment with a minimum of 2 projects leading or supporting business case development within the last seven (7) years.

The Bidder must demonstrate this by providing project summary and reference information for each of these projects.

The Bidder must also provide a senior client contact name (CIO, ADM and/or S/DG’s), title, reporting relationship and telephone number who can provide a reference.

5.The bidder must demonstrate that the proposed resource has been responsible for the production of at least 3 System/Service Engineering Management Plans (or equivalent such as SLMF, SDLC) which were used to direct at least $10M in project work, within a Canadian Government Department or Agency. These may have been part of the Project/Program Management Plan or separate deliverables.

6.The proposed resource must have obtained an industry recognized certification in EA from a recognized EA school (university, College, Independent Educational Institute), Open Group, or Training Facility

**Only industry recognized valid certifications in the field of Architecture will be accepted**

A scanned, readable copy of the certification, letter, or transcript in English or French is required to satisfy this criterion.

Industry recognized certifications are certifications within the field of Architecture that are offered by a third party organization and that a passing grade on an exam in needed to acquire the certification (e.g. TOGAF®, Business Architecture Guild
