We are looking for Business Process Re-engineering Consultant – Level 3 for The Office of the Superintendent of Financial Institutions Canada with a Security Clearance Level of Reliability and English or Bilingual

1. The Bidder hereby certifies that the proposed resource has a minimum of ten years of experience as defined in the TBIPS SA for the resource category B.5 Business Process Re-engineering Consultant (Level 3).
The certification provided by the Bidder is subject to verification by OSFI at all times. The Bidder must provide substantiation of experience, using project descriptions, within 48 hours of request by OSFI. OSFI will declare a Bidder in default if any certification made by the Bidder is found to be untrue, whether made knowingly or unknowingly, during the contract period.
2. The Bidder must provide evidence that the resource holds a valid security clearance at the level of: RELIABILITY.
3. Experience, on two Separate and Distinct Projects, using facilitation methods to elicit business requirements from stakeholders and to document the identified business requirements in the form of stories to support an Agile development approach.
For each project to be considered, the resource must have worked on the project for a minimum duration of three months within the last five years, as of the issuance date of the RFP.
4. A minimum of five years of cumulative experience, within the last seven years, as of the issuance date of the RFP, conducting tasks and activities related to business process re- engineering including a minimum of 5 out of 9 of the following:
a) Review existing work processes and organizational structure;
b) Analyze business functional requirements to identify information, procedures and decision flows;
c) Identify candidate processes for re-design; prototype potential solutions, provide trade-off information and suggest a recommended course of action. Identify the modifications to the automated processes;
d) Provide recommendations in defining new requirements and opportunities for applying efficient and effective solutions; identify and provide preliminary costs of potential options;
e) Provide recommendations in developing and integrating process and information models between processes to eliminate information and process redundancies;
f) Identify and recommend new processes and organizational structures;
g) Provide recommendations on and/or assist in implementing new processes and organizational changes;
h) Document workflows; and
i) Use business, workflow and organizational modeling software tools.
