We are looking for Business Analyst – Level 3 for Department of Foreign Affairs, Trade and Development with a Security Clearance Level of Secret

1. The bidder MUST demonstrate, using detailed project descriptions, that the proposed resource has a minimum of ten (10) years of experience as a Business Analyst within the last fifteen (15) years developing business strategies and processes as a Business Analyst, in accordance with the TBIPS Supply Arrangement EN578-170432, by submitting the resource’s current resume.
2. The bidder MUST demonstrate that the proposed resource holds a current, valid Government of Canada SECRET or higher security clearance at the date and time of the bid closing. Bidders should provide the proposed resource’s full legal name, and security file number, and expiry date.
3. The bidder MUST demonstrate, using detailed project descriptions, that the proposed resource has experience working as a Business Analyst on a minimum of *one (1) IT security related project for a **large Government (Federal, Provincial, Territorial, Municipal, or Crown Corporation) client or a **large commercial client, performing at least three (3) of the following tasks:
• Defining business strategies in support of transformation and change management activities.
• Developing and documenting statements of requirements for considered alternatives.
• Performing business analyses of functional requirements to identify information, procedures, and decision flows.
• Evaluating existing procedures and methods, identifying and documenting items such as database content, structure, application subsystems.
• Defining and documenting interfaces between external and internal systems, or new and existing systems.
• Establishing acceptance test criteria with client.
• Supporting and using the selected departmental methodologies.
**Large is defined as an organization with 5,000 employees or more.
*To qualify, the resource must have worked on the referenced projects for a minimum of four (4) consecutive months in duration.
