We are looking for an Application Software Architect – Level 2 for Library and Archives Canada with a Security Clearance Level of Reliability.

1.Bidder Certification

The Bidder should sign the following certifications for the proposed resource:

• The Bidder certifies that the proposed resource meets the minimum requirements detailed in the TBIPS SA for the applicable resource category. The Bidder is aware that Canada reserves the right to verify this certification prior to, or after, contract award and that untrue statements may result in the proposal being declared non-compliant or in other action which Canada considers
• The Bidder certifies that the information provided regarding the proposed resource is fully accurate. Further, the Bidder acknowledges that Canada may provide the Client Contact(s), identified by the Bidder, with a copy of the information submitted by the Bidder (related to the applicable Reference Project only) for independent verification.

2.Security Clearance 

The Bidder must confirm that the proposed resource holds a valid security clearance at the RELIABILITY (or higher) level:

3.The Bidder must demonstrate that the resource has previously worked with the Bidder on a minimum of one contract, for a minimum period of three months.

4.The Bidder’s proposed resource must have an IM/IT University or a college degree. The Bidder must provide a copy of the degree in their proposal.

The University or College degree must have been granted by an accredited educational institution, and the equivalent as established by a recognized Canadian academic credentials assessment service*, if obtained outside Canada.

5.The Bidder must demonstrate that the proposed resource has a minimum of 5 year’s experience as a A1. Application/Software Architect and provide a copy of the proposed resource resume. The resume must include the proposed resource’s role and responsibilities for each project.

Each project must include:

1. Client Organization Name
2. Client Contact Name & Title
3. Client Contact Phone Number & Email Address
4. Project’s start date, end date and duration (in months)

A brief description of the project and the resource’s role on that project
