We are looking for Two (2) Procurement Specialists - Level 3 for the Natural Sciences and Engineering Research Council (NSERC) with a Security Clearance Level of Secret.

We are looking for Two (2) Procurement Specialists – Level 3 for the Natural Sciences and Engineering Research Council (NSERC) with a Security Clearance Level of Secret.

1. The Bidder must provide a core team of 2 senior procurement specialist resources.  The Bidder must provide the following information for each member of the core team that confirms their qualification as senior procurement specialists as defined in the Procurement Specialist Flexible Grid:

  1. Name
  2. Education
  3. Number of years of experience related to the tasks
  4. Proposed role on the GATEWAY project

2.The Bidder must provide a core team of 2 senior procurement specialist resources who collectively have demonstrated significant’ experience in the areas of expertise listed below that are relevant to a Smart  procurement process.  A resume must be provided for each resource, highlighting in the resume where the resource demonstrated the required experience in the following areas of expertise:

Knowledge and experience in the management of client and vendor relationships within Smart procurements from initial development to delivery.

Knowledge of prevailing application and infrastructure architectures and emerging technologies that are consistent with Government of Canada standards for complex enterprise solutions and services

Sourcing advice, support and consultation including at a minimum the following activities that relate to Smart procurement processes:

  • Provision of advice on optimal strategies to engage the vendor community
  • Provision of strategic advice on the end-to-end process for the Smart procurement process, including emerging approaches and options regarding agile procurement and optimal vendor relationship management strategies.
  • Development of outcome statements to frame industry engagement and consultations.
  • Development of relevant Smart procurement related documents such as LOIs, RFPs, demonstration requirements, statements of work and evaluation frameworks
  • Development of relationship agreements with the vendor community and adaptation of these agreements as conditions change.
  • Development of performance indicators, and contractual milestones and frameworks for results monitoring.

Demonstrated successful results from working collaboratively with internal stakeholders and external service/solution providers

3.The Bidder must describe two technology-enabled business transformation projects requiring a Smart procurement process for which both proposed core resource team played key roles.  These roles must illustrate how the core proposed resources are qualified to support GATEWAY requirements.

The Bidder must provide the following information for each project:

  1. Client/Project name
  2. Project start and end dates
  3. A description of project and scale
  4. The Smart procurement strategy, process and results
  5. Similarities and relevance with the GATEWAY initiative requirements as profiled in Annex A, Statement of Work.

4. The proposed resources must each hold valid federal government security clearances at the Secret level.  Bidders must demonstrate compliance by providing the File Numbers.

5. At least one of the proposed core team resources must be bilingual in English and French in both written and verbally. This must be indicated in the resource’s CV.
