Overview

We are looking for Two (2) Organizational Development Consultant - Level 2 for the Office of Auditor General of Canada with a Security Clearance Level of Reliability and Bilingual.

About MDOS Consulting

We are looking for Two (2) Organizational Development Consultant – Level 2 for the Office of Auditor General of Canada with a Security Clearance Level of Reliability and Bilingual.

1.The intermediate level consultant MUST demonstrate, by providing one (1) case study, experience in the design, development, implementation and/or evaluation of Onboarding programs or comparable organizational procedures and practices for welcoming, engaging, growing and retaining new employees and/or new executives, where those programs/procedures/practices collectively address each of the following:

  1. Diverse and inclusive workforces;
  2. A variety of professional functions within the same organization;
  3. Multi-generational workforces;
  4. Geographically dispersed worksites within the same organization and consideration of accommodations for flexible work

The case study MUST have taken place within the past five (5) years, from the closing date of this RFP. The project may be on- going.

2.The following information at a minimum must be provided for the case study provided under M2.1:

  1. The name of the Client (i.e. the organization for whom the work was undertaken;
  2. A description of the scope of the work (such as but not limited to the Client’s Objectives, the intent and complexity of the project, desired outcomes of the work, methodologies or technologies utilized, challenges encountered, );
  3. The name and valid contact information (i.e. either a telephone number or e-mail) of a Client contact person, who would be willing and able to confirm the services provided to the Client organization, if contacted by Canada during the evaluation

Canada reserves the right to contact the named project Client contact(s) to verify the information contained within the submitted case study.

In the event more than one (1) case study is provided the OAG will only evaluate the first case study based on the order in which they are presented in the Proposal.

3.The intermediate level consultant must have a minimum of five (5) years’ experience, within the last ten (10) years, in the field of organizational development or human resources.

4.The intermediate level consultant MUST demonstrate the capacity to provide services in both English and French for in person/verbal consultation/engagement, as described in the Statement of Work.

Bidder must provide a reference letter from 2 clients, for whom the proposed resource has provided bilingual services in the past three (3) years, confirming proposed resources’ bilingual capability.

5.Resources

The Bidder MUST propose a minimum of two (2) resources to perform the work, as follows:

  1. 1 x Level 3 Senior Organization Development Consultant
  2. 1 x Level 2 Intermediate Organization Development Consultant

The Bidder MUST provide a detailed Curriculum Vitae (CV) for each named resource included within its bid.

Each proposed resource MUST meet the minimum qualifications for their seniority level as set out in the TSPS Resource Category Flexible Grid for the Business Consulting/Change Management stream, using the Flex Grid provided above as Attachment 1 to Part 4.
