Overview

We are looking for Two (2) Business Process Consultant - Level 3 for the Royal Canadian Mounted Police (RCMP) with no Security Cleareance Level Required.

We are looking for Two (2) Business Process Consultant – Level 3 for the Royal Canadian Mounted Police (RCMP) with no Security Cleareance Level Required.

1.The proposed resource must demonstrate a total of at least six years of effective* work experience focused on Lean or Continuous Improvement initiatives in the area of service planning and management during the past ten years.

* Effective is defined as an initiative which resulted in  desired business process improvements.

Each cited and numbered example of such experience must be supported by:

  • Initiative title,
  • Organization Name, Location,
  • Minimum of 2 contact names and their email addresses and phone numbers,
  • Month and year of contract end,
  • Number of months logged or billed to contract by proposed resource,
  • Description of improved areas of service management and service delivery,
  • Lean improvement(s) activities, tools and techniques used,
  • Results / outcomes of the lean / continuous improvement initiative(s)

Reference checks may be sought for this criterion to support the effectiveness of the initiatives referenced.

2.The proposed resource must have demonstrated experience in the delivery of a minimum of:

  1. Two basic* level Lean training courses (minimum duration of 21 hours each), and
  2. Two intermediate* level Lean training courses (minimum duration of 56 hours each).

*refer to Statement of Work, Section 3.0, Mode B for sample definitions of each level of training.

Training must have been completed within the last 48 months preceding the RFP closing date. Bidders must provide the following details to support this experience:

  • Organization Name,
  • Location,
  • Description of training level provided including the duration (in hours) of each training course delivered,
  • Course outline (content) and schedule (duration).

3.The proposed resource must have demonstrated experience facilitating* lean process improvement (kaizen) events in a minimum of 2 of the following business management areas within 8 years of the RFP closing date:

  • Procurement
  • Financial
  • Real property
  • Asset life cycle
  • Information systems
  • Human resources

*Facilitating is defined as: leadership activities similar in scope and complexity to those identified under Mode A (Lean Process Improvement Event (PIE) Facilitation Services) in Section 4 of the attached Statement of Work.

Bidders must provide the following details as to when, where and how the stated experience was obtained:

  1. Name of the client organization(s) and contact information,
  2. Description of the business management area(s) facilitated,
  3. Start and end dates of the event (MM-YYYY),
  4. Nature and scope of the services provided,
  5. References who can confirm the stated experience.
