We are looking for a Project Manager - Level 3 for Public Service Commission of Canada with a Security Clearance Level of Reliability.

We are looking for a Project Manager – Level 3 for Public Service Commission of Canada with a Security Clearance Level of Reliability.

1.The Bidder must demonstrate that its proposed resource meet the minimum requirement as per the TBIPS SA:

  • 10 years of relevant experience in IT project management;

OR

  • Five (5) years of relevant experience in IT project management, with a recognized professional certification in Project Management category.

The Bidder Must include in its proposal a detailed and up-to-date curriculum vitae for each proposed resource. The curriculum vitae should list Projects in chronological order, include the start and end-dates (MM-YYYY), duration, and number of months counted – for each Project.

Bidders should provide the following details as to how the stated experience was obtained:

  1. Name of the client or Department and contact information;
  2. The total number of months of experience performing the above mentioned;
  3. The start and end dates of the assignment(s);
  4. Details about the work performed by the proposed resource on the assignment(s); and
  5. A reference.

2.Within the last 10 years, the Bidder must demonstrate that its proposed resource has led a minimum of three (3) complex*  IT-enabled projects** as a Senior Project Manager, with experience in all of the following project phases***:

  • Initiation;
  • Planning;
  • Execution;
  • Monitoring and controlling; and
  • Close out.

*For the purpose of this evaluation, a complex IT-enabled project is defined as involving at least two (2) of the following components:

  • Interdepartmental systems;
  • Enterprise-wide solutions;
  • Multi-year, multi-releases;
  • Interoperability with multiple systems;
  • Complex change management involving interdepartmental stakeholders and clients.

**For a project to count, it must have had a minimum duration of four (4) consecutive months.

***For the criterion to be met, the proposed resources must have had experience with all of the project phases listed above. However, each of the three (3) proposed projects do not need to have included all project phases, but all five (5) project phases must be covered through the three (3) proposed projects.

Bidders should provide the following details for each project:

  1. Name of the client or Department and contact information;
  2. The start and end dates of the project;
  3. The project phase(s) concerned;
  4. Details about the work performed by the proposed resource on the assignment(s); and
  5. A reference.

Overlapping experience is accepted.
