Overview

We are looking for a Project Executive - Level 3 for the Department of Foreign Affairs, Trade and Development (DFATD) with a Security Clearance Level of Secret.

We are looking for a Project Executive – Level 3 for the Department of Foreign Affairs, Trade and Development (DFATD) with a Security Clearance Level of Secret.

1.The Bidder must submit the current resume of one (1) Project Executive Level 3 and must demonstrate using detailed project descriptions that the proposed resource has a minimum ten (10) years of experience as a Project Executive in accordance with the TBIPS Supply Arrangement EN578-170432.

The Bidder must demonstrate the proposed resource holds a current, valid Government of Canada SECRET or higher security clearance at the date and time of the RFP bid closing including the proposed resource’s full legal name, date of birth and security file number.

2.The Bidder must demonstrate that the proposed resource has:

  1. Diploma or Degree in Computer Science or Information Technology or Engineering from a recognized *Canadian College or University.
  2. a valid PMP (Project Management Professional) or Prince 2 certification

*Canadian university or college or the equivalent of credentials obtained outside Canada, as established by a recognized* Canadian academic credential assessment service.

A copy of the each diploma/certification must be submitted with the response

3.The Bidder must demonstrate using detailed project descriptions that the proposed resource must have a minimum of eight (8) years’ experience in the last fifteen (15) years working on IM/IT transformation projects:

  1. Actively coordinating discussion and input from meeting participants
  2. Combining the content of brainstorming sessions
  3. Assisting groups in preparing draft reports of discussion.

4.The Bidder must demonstrate using detailed project descriptions that the proposed resource has experience on a minimum of three (3) distinct *Canadian federal government IM/IT Transformation engagements in the past fifteen (15) years.

  1. Analyzing and documenting existing business architectures and/or processes, and developing target business architectures and/or processes.
  2. Developing and drafting business transformation plans and/or application infrastructure transformation plans.
  3. Preparing service transformation documents

5.The Bidder must demonstrate using detailed project descriptions that the proposed resource has a minimum of five (5) years of experience within the last ten (10) years as a Project Executive responsible for business transformation initiatives or projects, with a demonstrated progressive increase in scope of responsibility.

6.The Bidder must demonstrate using detailed project descriptions that the proposed resource has a minimum of five (5) years’ experience within the last seven (7) years, as a Project Executive working with Senior Executives in the *Canadian federal government

  1. Managing programs/projects
  2. Participating in working groups
  3. Chairing executive level meetings.

7.The Bidder must demonstrate using detailed project descriptions that the proposed resource has a minimum of one (1) year experience as a Project Executive leading and advising Senior Management on

  1. large-scale custom software development projects and/or
  2. commercial off-the-shelf (COTS) configuration and deployment projects, , for the *Canadian federal government
