We are looking for a Procurement Specialist - Level 3 for the Office of the Superintendent of Financial Institutions Canada with a Security Clearance Level of Reliability.

We are looking for a Procurement Specialist – Level 3 for the Office of the Superintendent of Financial Institutions Canada with a Security Clearance Level of Reliability.

1.Complete and current contact information for 2 professional references with whom the proposed resource has worked in the past five (5) years, as of the issuance date of this RFP.

These must be professional references from engagements relevant to that described in the Statement of Work.

2.The Bidder’s proposed resource must have a minimum of five (5) years of experience within the last ten (10) years, as of the issuance date of this RFP, as senior procurement specialist or procurement manager working on Canadian Federal Government procurement files.

3.The Bidder’s proposed resource must have completed five (5) or more complex procurement projects (which resulted in contracts being awarded), within the last ten (10) years, as of the issuance date of this RFP, in the role of senior procurement specialist or procurement manager.

In order to qualify as a complex procurement project, a project must meet at least three (3) of the following criteria:

  • multiple clients or stakeholders;
  • high dollar value;
  • multiyear;
  • sensitive or high profile;
  • involving multi-phase evaluations;
  • involving extensive

These projects must also have been carried out within the Canadian Federal Government.

The Bidder’s proposal must provide clear evidence that the proposed resource was responsible for the end- to-end process, including the development of Statements of Work, specification of selection criteria, liaison with contracting authorities and preparation of evaluation materials.

Experience related to the direct evaluation of the bids from vendors and the subsequent selection of vendors in these projects is NOT required.

4.The Bidder must submit a detailed CV for the proposed resource demonstrating that he/she meets the minimum mandatory requirements (educational, professional designations and work experience) for resource category: Senior Procurement Specialist (95 pts) as per the grid below.
