We are looking for a Needs Analysis and Research Consultant - Level 3 for the Department of National Defence with a Security Clearance Level of Secret.

We are looking for a Needs Analysis and Research Consultant – Level 3 for the Department of National Defence with a Security Clearance Level of Secret.

1.The Bidder must submit a detailed resume for the proposed resource clearly demonstrating that the resource meets the minimum level of points required (a combination of relevant education, relevant professional certification and/or relevant experience) for resource category 2.7 Needs Analysis and Research Consultant, Senior, as described in Attachment 1 to Part 4, TSPS Flexible Grid.

2.The Bidder must clearly demonstrate that the proposed resource has a minimum of five (5) years of experience, within the last ten (10) years, providing advice to a minimum of two (2) North Atlantic Treaty Organization (NATO) nations on the implementation of asset Unique Identification (UID).

This experience must include the development of UID conceptual frameworks, methodological approaches and designs for performance measurement and evaluation of projects, programs, services, organizations / institutions, policies and initiatives in those fields.

3.The Bidder must clearly demonstrate that the proposed resource has a minimum of five (5) years of experience, within the last ten (10) years, leading implementations of Standardization Agreement (STANAG) 2290-compliant UID programs across a minimum of two (2) NATO nations including the following:

  • Leading comparative analysis and advising on best practices related to UID including benchmarking performance, international comparisons and case studies; and
  • Validating UID approaches, methodologies, findings, conclusions and recommendations, using methods such as, but not limited to, validation from a technical expert standpoint.

4.The Bidder must clearly demonstrate that the proposed resource has a minimum of five (5) years of experience, within the last ten (10) years, leading an implementation of materiel management and inventory tracking solutions projects within U.S. Department of Defense, or/and New Zealand Army, or/and UK Ministry of Defence, and/or Australian Defence Force.

5.The Bidder must clearly demonstrate that the proposed resource has a minimum of five (5) years of experience, within the last ten (10) years, providing policy guidance on inventory / assets marking standards to Defence organizations.

6.The Bidder must clearly demonstrate that the proposed resource has an Undergraduate Degree in Business Administration, Engineering, Science, Computer Science, Policy or other discipline relevant to the resource category 2.7 Needs Analysis and Research Consultant.

The individual must have obtained its education from a recognized Canadian post-secondary institution, or the equivalent as established by a recognized Canadian academic credentials assessment service, if obtained outside Canada.  The list of recognized organizations can be found under the Canadian Information Centre for International Credentials web site.
