We are looking for a Change Management Consultant - Level 3 for Citizenship and Immigration Canada with a Security Clearance Level of Reliability.

1.Senior: Minimum 95 pts

Relevant Education to the Consultant Category

University (PhD, Graduate, Undergraduate, degree): 35 pts

College or CEGEP Diploma/Certificate: 25 pts

Professional Certification

Relevant Professional Certification: 15 pts

Relevant Experience in Consultant Category

≥1 yr and <2 yrs: 12-23 months—10 pts

≥2 yrs and <4 yrs: 24-47 months—20 pts

≥4 yrs and <6 yrs: 48-71 months—25 pts

≥6 yrs and <8 yrs: 72-95 months—35 pts

≥8 yrs and <10 yrs: 96-119 months—50 pts

≥10 yrs: 120 + months—60 pts

Proof of education and/or professional certification must be provided before bid close date/time.

2.The Bidder must demonstrate that the proposed resource has a minimum of ten (10) years of experience within the last fifteen (15) years providing:

a.strategic advice in change management and communications

and/or

b. stakeholder engagement initiatives including: conducting change impact analysis, stakeholder analysis, change strategies/planning, stakeholder planning, and communications planning for initiatives involving changes to business processes, people, data and

The bidder must provide the following:

  • Name of the Project(s);
  • Organization for which the work was performed;
  • Duration of work (start and end dates in MM/YY format);
  • Tasks performed; and

The most recent project must be supported by a reference (i.e. name, title, phone number, email address).

3.The Bidder must demonstrate that the proposed resource has a minimum of ten (10) years of experience within the last fifteen (15) years advising Senior Executive Management* on issues affecting an organization’s ability to achieve change management, communications and stakeholder engagement objectives.

The bidder must provide the following:

  • Name of the Project(s);
  • Organization for which the work was performed;
  • Duration of work (start and end dates in MM/YY format);
  • Tasks performed; and
  • The most recent project must be supported by a senior executive reference (i.e. name, title, phone number, email address).

*As defined in the Definition section below.

4.The Bidder must demonstrate that the proposed resource has experience working on three (3) projects, within the last three (3) years, with Senior Executive Management* to create an IM/IT change management and communications strategy to transition people and processes to a new operational model at a Federal Government Organization or Agency*.

Each project referenced must be a minimum of three (3) months duration to be considered.

*As defined in the Definition section below.

5.The Bidder must demonstrate that the proposedresource holds a valid and recognized* Change Management designation.

*In order to be valid and recognized, the Change Management designation must be PROSCI and/or ADKAR.

Proof of designation must be provided by bid close date/time.

6.The Bidder must demonstrate that the proposed resource has obtained a Degree/Diploma in Business Administration, Commerce, Communications, Industrial Relations, or Education from a Canadian institution or an institution recognized as equivalent by the Canadian Information Centre for International Credentials (www.cicic.ca).

Bidders must provide proof of education and any applicable equivalency documentation in English or French by bid close date/time.
