We are looking for a Change Management Consultant - Level 3 for Canada Revenue Agency with a Security Clearance Level of Reliability.

We are looking for a Change Management Consultant – Level 3 for Canada Revenue Agency with a Security Clearance Level of Reliability.

1.The Bidder must demonstrate that the proposed resource has a minimum of ten (10) years of experience within the last fifteen (15) years from the date of bid closing, using change management tools and strategies to provide expertise, advice, and guidance for senior management level* stakeholders on strategic business transformation.

 *For the purposes of this requirement, the typical titles associated with senior management level include the following examples: President, Vice-President, Director General, Senior Director, Director, Commissioner, Assistant Commissioner, Chief Information Officer, or Chief Executive Officer.

2.The Bidder must demonstrate that the proposed resource was the lead change management consultant for at least three (3) enterprise level transformation initiatives within the last five (5) years from the date of bid closing, that included at least three (3) different types of user groups (e.g. governmental, non-governmental and citizens) for Government of Canada organizations of similar complexity to the CRA, that is, a minimum of 5,000 employees and multiple service locations across Canada.

 The scope of each of the referenced projects must have included at least three (3) of the following deliverables:

  • Change Communications: Building on existing information to develop a series of activities, events and communication products to build awareness of the change across the organization and with key external
  • Detailed Stakeholder Engagement Plan: Develop an engagement plan that is targeted to different stakeholder groups, where they are at in the project and their current level of acceptance to the project and its
  • Sponsorship Plan: Develop plan that outlines the actions needed from the project’s primary sponsor and the coalition of
  • Detailed Impact and Readiness Assessment: Conduct detailed assessment of on boarders to identify the groups of individuals, and specific roles that are being impacted by the change, to determine the appropriate change management activities required.
  • Training Plan: Based on the detailed assessments, work with CRA subject matter experts to develop a plan that identifies who will need what training and when.
  • Coaching Plan: Create a plan that outlines how (senior, middle, supervisors) will be engaged and equipped to lead the
  • Change Management Implementation Plan: Develop a roadmap, timeline and support execution of the change management plans to undertake and complete activities and deliverables identified in the plans.
